The Washington lobbying business. It’s been derided as corrupting.  It’s been subject to new regulations and legal restrictions. Transparency reporting measures have been put in place. Fees for clout seem to be on an always upward escalator. And still, it's a booming business.

As the founder of the eponymous Locke Lobbying Co. LLC, Tim Locke learned a long time ago how to succeed in “this town.”  He’s built an enviable Track Record in doing so. When one’s profession is more an art than a science, the only real training is to work inside some unit of the government to learn from those who are wiser, if not older, how to pull and push its levers of power. Legislation follows the path of least resistance. One must be observant, eager and engaged. At its core, successful lobbying is salesmanship. The commodity though is an idea, a better idea, or a forewarned alert.

 

A compelling narrative must be composed. Facts and data in support must be gathered. Advocacy can only begin after an action plan is finalized with clear objectives. Manpower must be marshalled. The sales pitches made to key influentials must be principled but relentless.  Knowing when a strategy recalibration is needed is an attribute, not a flaw. Victory, accomplishment, or success may come slowly.  It is incumbent on a lobbyist to always give the client their honest assessments. Retention of the status quo can be a big lobbying win.
